The Beginniging

Morning of October 8, 2005, the most tragic moment in history of Pakistan, this was the day of a massive earthquake struck Pakistan- mainly the northern area, including the capital. A massive relieve effort by people & government of Pakistan was initiated to help the affected people.
Couple of likeminded people here in Jeddah- namely: Dr. Khalil ur Rehman, Dr. Amjad Obaid, Mr. Zia ul Haq Jilani, Mr. Sharif Zaman, Dr. Muhammad Shakil Sadiq, Mr. Khalil Janjua, Mr. Ayaz Kharal & Dr. Mohammad Rafique set on a similar journey which was to help the needy people of Pakistan both during disasters & otherwise.
The group started collecting donations- starting from their own home, to help the people in need. The donation included a field ambulance which was later submitted for the relieve operation to one of the NGO (Non-Governmental Organization) involved in earth quake relieve operation.
Later it was thought appropriate not to end the work here, but to continue beyond this point. The idea lead to the formation of Pakistan Welfare society, opening ceremony was held in a local hotel on May 17, 2006. The Minister of the Pakistan consulate Mr. Javaid Akhter was the chief guest.
After the formal inauguration of Pakistan Welfare society, Dr. Khalil Ur Rehman was nominated as the Convener, by consensus of the founding members.
In the field of health sector a Free Medical Camp started with the collaboration of Pakistan Consulate, Jeddah. The camp was organized within the premises of Pakistan Consulate, first free medical camp was opened to patients in June 2006.

Working of the society

The Pakistan Welfare society is organized into 3 sections (for administrative reasons) i.e. the supreme council, the executive council and different committees.
  • The supreme council consists of the founding members. Later on more members were included in. The new members were included in by consensus between supreme council members. The responsibility of supreme council is to make policies & to supervise the functioning of Pakistan Welfare society.
  • The executive council consists of members who are dedicated to work- free of charge for the society, in addition they are paying a monthly membership fee. New members will be included after being approved by the supreme council. Members with strong political associations are not eligible for the membership of the Pakistan Welfare Society. Every member should be a Pakistani National.
  • The Supportive members: Since 2009 it was decided that initially all members will be supportive. They may be shifted to executive or supreme council members depending upon their contribution to the cause of PWS.
  • The Committees are responsible for day to day working of the society. The members of the committees are chosen from amongst the executive council members.
  • The Office bearers: Jan 27, 2009 election were held, in a special meeting of executive council for President & General secretary for a period of 2 years. The president & the general secretary with mutual understanding nominated the remaining office bearers & constituted different committees.
    January 19, 2011:- in Executive council meeting it was decided by majority that the current office bearers will continue in their current position for a period of 2 years.
Free Medical Camps.
  • Started since June 2006. 
  • Arranged fortnightly on Fridays.
  • At the premises of Pakistan Consulate Jeddah.
  • Free medicines are provided to the patients.
  • Blood glucose and Urine test are performed at the spot.
  • Free medical camp will be held in Taif and Makkah.
Childhood Disease Screening Program
  • Started in year 2009.
  • A screening program will be conducted every year.
  • Students of class 5 will be screened.
  • Screening for common diseases will be carried out.
Drug Bank.
  • Drug bank was established to collect unused medicines from Pakistani community.
  • Essential medicines are also bought from the local market.
  • DRUG COLLECTION POINTS: will be at Welfare section Pakistan consulate, Jeddah and other places will also be selected.
Financing Poor Students.
  • PWS also intends to pay school fee for limited number of needy students.
  • This facility is only for the students of Pakistan Embassy School- Azizia, Jeddah.
Healthy Hajj.
  • Health advice for those intending to perform Hajj through print media and radio broadcast.
  • In addition interviews from some specialist doctors of PWS are broadcasted by Urdu service of Saudi Radio.
Virtual Blood bank
 
  • Started in 2009
  • Blood bank for all needy patients, mainly Pakistani
  • People intending to donate blood will be registered free of cost
  • In time of need will be asked to donate blood- free of any cost.

Rules & Regulations

Pakistan Welfare Society is a society having no Political or Religious or Linguistic strings attached to it. Its sole purpose is to arrange and organize Welfare programs on humanitarian basis.To run the affairs of Pakistan Welfare Society under rules and regulations and to achieve its objectives.Supreme Council consisting of Nine (9) Founder Members. Later on more members may be included in supreme council.An Executive Council has also been constituted in addition to Supreme Council.The Executive Council will consist of maximum (40) members, including members of Supreme Council.The scope and authority of Executive Council has also been clearly defined. Supreme Council can approve the addition of any branch, if need arises and will define the scope of work and its authority for such an additional branch, commonly known as “Committee” or “Wing”.There will be a Central Board of Executives (Office Bearers), which will consist of Six (6) members to run day to day affairs.
 
SUPREME COUNCIL
  • Will consists Nine (9) members and can be increased or decreased with the approval of the Supreme council by a simple majority vote.
  • Will hold the authority to increase or decrease the number of the Executive Council members by a simple majority vote.
  • Will decide all matters with simple majority.
  • All its decisions will be binding on all members of Supreme Council, Executive Council, Central Board of Executives and members of all its branches (committees / wings).
  • Will approve the recommendations of Executive Council.
  • Will supervise the affairs of all its branches (committees/wings) with an authority to formulate, approve or reject any policy.
  • Members of Supreme Council are eligible for election of Central Board of Executives.
  • All financial matters of the Society are subject to the approval of Supreme Council.          
  • Will hold its meeting every month
  • In case of emergency, a meeting can be convened on Three days prior notice, specifying the agenda clearly.
  • Will be empowered to relieve any member or Executive from the Central Board or from the Society. However, it will be ensured that any disciplinary action against any member is preceded by a prior intimation or “Show Cause Notice” to the concerned member and its reply from him is obtained.  No action can be taken against any member, if the above procedure is not followed. However, Supreme Council will take ex-parte action against such member, if the concerned member fails to respond to the notice within Three months, and will decide by simple majority vote.
  • The quorum for the meeting will be 2/3 of the members of Supreme Council.
EXECUTIVE COUNCIL
  • Will consist of maximum (40) members including members of supreme council
  • Will elect the Central Board of Executives with a simple majority, number of which will be (6) Six.
  • Members of Central Executive Board will be considered members of Supreme council during the tenure of their term.
  • Upon expiry of the term or quitting the post for which elected, such a member will no longer be the member of Supreme Council. However, this will not apply to the original members of the Supreme Council. 
  • Will be a Consultative body and will help the Supreme council in any matters or in formulating any policy. However, the decision of Supreme Council will be final.
  • Will render its suggestions for the setting up of different branches (committees/ wings) and the Head of such a branch will be selected from the Executive Council including members of Supreme Council, with the approval of Supreme Council.
  • Will hold its meeting after every (3-4) three / four month.
  • Any member, defaulting on his regular membership dues for more than (6) six months will not be eligible for any post and will not be allowed his voting rights, till the clearance of his dues.
  • The quorum for the meeting will be 2/3 of the total members of the Council.
 
CENTRAL BOARD OF EXECUTIVES
The following will be the Office Bearers known as Central Board of Executives. The Executive Council will elect President and General Secretary by secret ballot. The other office bearers will be nominated as per procedure described in “Election” section.
  • President

  • General Secretary
  • Joint Secretary
  • Finance Secretary
  • Coordination / Press Secretary
The election for the post of President and General Secretary will be held by a secret ballot to be cast by members of Executive Council including members of Supreme Council by simple majority.President will nominate his Vice President and General Secretary will nominate Joint Secretary.Finance Secretary and Coordination/Press Secretary will be nominated jointly by the President and General Secretary.               
 
Supreme Council will define the scope of work and authority for the Central Board (Office Bearers) and will hold the power to amend the scope with a simple majority vote.
The term of Board members will be Two (2) years starting from 1st January and they will stand retired automatically after the expiry of Two years. However, they will be eligible for re-election to the Board as per the laid down procedure. Supreme Council will ensure holding the election in time if any member of the Board of Executives quits his post or is relieved by the Supreme Council, a new member will be inducted for the balance of the term period by Supreme Council without Executive Council consultations.
No member will be assigned to any post in absentia / without his personal presence.
 
 
ELECTIONS
Central Board Executives (Office Bearers) will be elected for a period of Two years.
Election will be held only for the post of President and General Secretary by secret ballot by the members of Executive council including members of Supreme Council by simple majority.
Any person to be admitted to Supreme Council or Executive Council will be elected by secret ballot by existing members of the Supreme Council by simple majority vote.
 
Supreme Council will appoint any member as Election Officer for such an event. The Election Officer will also be eligible to cast his vote. Election Officer will cast his deciding vote, in case the results end up in a draw.
The election Officer will call for the nominations for the post of President and General Secretary one month before the proposed elections and will inform all members of Supreme /Executive Council of such nominations. 
President
The President will be elected by a general consensus (un-opposed)/ vote by the Executive Council for a term of two years, starting   from 1st January.
He will be the Constitutional Head of the society.
He will: 
1.     Preside over the Supreme Council / Executive Council meetings as and when convened.
2.     Issue guidelines to the General Secretary for the conduct of the affairs of the society on a regular basis.
3.     Oversee the working of the different committees, constituted for specific purposes.
4.     Represent the society at different levels and different forums.
5.     Approve / revise/ reject the budget for any project, after due consultations with the concerned committee / Supreme Council / Executive Council, brought up by General Secretary
6.     Approve the expenses incurred during the term after due verifications.
7.     Allow / disallow debate on any matter in any meeting and maintain decorum of the meeting.
8.     Appoint / remove any member to / from any committee, after consultations with or recommendation of General Secretary.
9.     Will be answerable to the Supreme Council / Executive Council for any and all matters pertaining to the society.
 
Vice President
He will be nominated by the President. (President will choose his vice President from amongst the members of Executive Council)
1.     Will represent the President and perform all his duties in his absence.
2.     Exercise his powers as assigned to the President by the society in his absence.
3.     Will perform all the duties assigned to him by the President.
 
General Secretary
The General Secretary will be elected by a general consensus (un-opposed) / vote by the Executive Council for a term of two years, starting from 1st January.
He will be the Executive Head of the society and will be responsible for the following:
1.     Conduct the affairs of the society on day to day basis.
2.     Maintain all the records of the society.
3.     Maintain the minutes of the meetings and circulate to the members regularly.
4.     Carry out his duties as assigned by the President / Vice President / Supreme Council / Executive Council.
5.     He may attend meetings of any and all committees formed by the President for any specific purpose.
6.     Will coordinate / correspond with other societies seeking cooperation with PWS.
7.     Will verify all expenses incurred by the Finance Secretary for approval by President, on regular basis.
8.     Will call the meeting of Supreme Council or Executive Council as and when necessary (after due consultations with the President) in addition to the regular meetings as specified in the charter of incorporation of the society.
9.     Will assign duties to different members for the affairs of the society.
10. Will be answerable to the President / Supreme Council / Executive Council for any and all matters pertaining to the society.
11. Will present his report of activities on regular basis in all meetings.
 
Joint Secretary
He will be nominated by the General Secretary. (The General Secretary will nominate Joint Secretary from amongst the members of Executive Council)
1.     Will represent the General Secretary and perform all his duties in his absence.
2.     Will perform all the duties assigned to him by the General Secretary.
